Strategic Plan

In the new century, the level of advancement of knowledge is clearly evident, and the advancement of technology in all fields of life is so great that it amazes and astonishes man. Certainly, if we do not want to lag behind the world today, we must constantly update our scientific level and adhere to change based on science.

The sport industry, which has had a great impact on human life for many years, is not far behind other industries and is developing rapidly. This progress is so admirable that it can be called the age of new sports in this day and age, which has a purely scientific and medical basis.

Therefore, the government and the people of countries that have understood the need for change, not out of compulsion but as an opportunity for progress, will certainly have a special place in the world, as the Olympic testifies to this claim.

This is where the planning of sports federations plays an important role, and the program-oriented nature of the federation officials will greatly contribute to the scientific and sport development of a society.

These topics that you see here are the result of hours of research work by me, Vahid Shojaei and my colleague Mr. Mohammad Reza Mirzaei, which is compiled in the form of a headline and under the title of the proposed four-year strategic plan and is presented to the Skating Federation.

It will definitely take time to achieve these goals, which can be achieved with proper railings by the head of the federation and his/her colleagues.

Skating Federation Vision:

  1. Motivating families to raise a skater
  2. Creating electronic infrastructures with a higher power to cover skating news comprehensively
  3. Creating e-infrastructure development through the Skating Federation website, for more and better access for athletes, coaches and skaters
  4. Development of online education infrastructure for two purposes: to develop the provision of educational services and also to make other provinces and cities have access easily
  5. Attracting and inviting foreign coaches to acquaint athletes and coaches with the latest knowledge in the world
  6. Equipping Azadi Stadium skating rink as much as possible, which is under the supervision of the Skating Federation (speed skating rink is currently active.)
  7. Creating separate rinks from the standard skating rink, next to the Skating Federation, to develop other fields of skating (figure skating, hockey skating, freestyle, roll ball, skateboarding, etc.)
  8. Creating specialized and standard rinks in each province
  9. Using the automation system to control skating commissions, committees and associations
  10. Holding coherent meetings to use the opinions of veterans and skating activists
  11. A more serious presence in the global scene, which requires more interaction with international federations
  12. Culturalization between people to make them more interested in skating (this is being done now in detail)
  13. Adding all the sub-branches of skating that are active in the world and cultivating heroism in these fields (quad, downhill, cross, alpine skating, etc.)
  14. Holding domestic competitions in an organized and planned way (where athletes are always physically ready)
  15. Participating in training camps abroad (to strengthen national teams and familiarize them with teams from other countries)
  16. Laying the groundwork for discovering potential talents in skating from an early age
  17. Paying more attention to cultural issues to influence the appeal of skating to all sections of society (works like making movies such as “No Place for Angels”)
  18. Achieving self-sufficiency in the production of skating shoes and accessories (in various fields of skating)
  19. Creating special campaigns based on the events of the day, in order to focus on a specific goal
  20. Paying more and more attention to women in skating which is developing day by day
  21. Making efforts to attract sponsors to further development of skating in all its branches
  22. Pay special attention to skating veterans to encourage younger and newcomers
  23. Establishment of the Veterans’ Syndicate and related national teams to participate in the Veterans World Championships and win medals
  24. Training and increase of official skating instructors to hold regular special training courses in each province
  25. Decentralization from Tehran to hold skating competitions (which will be realized by creating standard rinks in the country)
  26. Introducing skating and its attractions to the public sector to create organized teams under the name of official organs (to participate in competitions such as the Army Skating Hockey Team)
  27. Educating the children of community servants (offices) in an organized and integrated manner and discovering new talents
  28. Talent identification by a professional and expert team that is done regularly on all rinks
  29. Privatization of some of the extra activities of the Skating Federation to motivate the private sector, improve the quality of their activities, create a sense of competition and ultimately improve performance
  30. Establishment of a supervising team to control the performance of the organs under the supervision of the Skating Federation (such as committees, associations, skating organizations of cities and provinces)
  31. Holding organized gatherings for the greater solidarity of the skating community
  32. Inviting the officials to the competitions to make them more familiar with the sport of skating

 

Weaknesses of skating in the country:

  1. Lack of a special talent identification team to deal with this issue on a weekly or monthly basis
  2. Lack of financial support for professional and semi-professional athletes
  3. Lack of standard skating rinks to the extent necessary (this vacuum is felt even in Tehran)
  4. Lack of long-term contracts to motivate the private sector to develop municipal lands
  5. Lack of an organized program to attract sponsors, even for popular fields
  6. Lack of TV news coverage of all skating activities, which can create the necessary incentive for private organs to invest
  7. Lack of full support for national teams to cover travel expenses, especially for training camps
  8. Lack of professional news team abroad for proper coverage
  9. Lack of financial support for the players of the country’s club teams
  10. Lack of proper supervision of skating clubs for the use of official and experienced coaches
  11. Lack of consistency in holding coaching classes that causes lack of motivation in interested people
  12. Lack of skating equipment in accordance with modern standards and designs of the world
  13. Difficulty in importing skating equipment and listing skating equipment on the basis of luxury equipment, the prime cost of which is expensive.
  14. The high cost of skating shoes and their equipment, which discourages many families from continuing the sport
  15. The difficult, time-consuming and tedious process of importing skate equipment that discourages the importer from doing so.
  16. Lack of support for national output (this sector can be strengthened by providing loans to those who are interested and active in this field)
  17. Lack of sufficient development of skating in the cities
  18. Lack of coordination between payments of rinks and skating clubs to coaches
  19. Lack of a proper system under the supervision of the Skating Federation to insure coaches active in this field
  20. Failure to register the experience of coaches in a complete and comprehensive way in the system of the Skating Federation
  21. Not having proper interviews with skaters in official newspapers
  22. Problems obtaining visas for skaters (submitting documents, etc.)
  23. Lack of proper support for athletes and club owners when problems such as Covid-19 disease occur

Strengths of skating

  1. The use of experienced and compassionate people in the main pillars of the Skating Federation
  2. Holding organized meetings of skating federation members to review performance
  3. Regular communication with the World Skating Federation
  4. The entry of Iranians in key positions in the World Skating Federation which is a great honor for Iranians
  5. Registration of Iranian coaches and referees to participate in international classes
  6. Paying attention to different fields of skating and creating infrastructure and applying them all in the country
  7. Translation of various books on skating refereeing and coaching
  8. Attention to women in different fields such as men (high motivation for women to enter)
  9. It is a very attractive field that has been able to interest many families.
  10. Due to its high attractiveness, it attracts children from an early age, where talent issues can be done in a more organized way.
  11. Owning a powerful website by the Skating Federation to inform events
  12. Creating a skating federation newsroom
  13. Starting TV news coverage for skating
  14. Skating training programs on some radio and television broadcasting networks
  15. Inviting skaters and activists to appear on television
  16. Arrival of the young generation and the growing development of this sport on social networks
  17. Familiarity of more provinces and cities with different fields of skating and raising champions in an organized way in these areas
  18. Creating standard rinks in some provinces of the country that make it possible to cultivate talent
  19. The increasing growth of skating and winning championships in Asian and world competitions
  20. Existence of different rinks in cities and provinces for the use of children and families
  21. Skating is younger than other sports

Skating opportunities in the country:

  1. There are many fields that operate under the supervision of skating (the three main branches of ice, quad and inline, each of which is divided into several subcategory)
  2. The universality of skating fields, which leads to its organized competitions around the world.
  3. The attractiveness of skating to attract those who are interested, even from childhood
  4. Having a quick influence on people entering this field and creating a practical perspective for them
  5. Joining skating to the Olympics and its growing popularity in the world
  6. Iranians winning medals in the world and Asia which increase the motivation of other people in society to enter this field
  7. The increasing growth of this field and the need for more rinks and clubs that lead to job creation
  8. Creating jobs that provide the equipment needed for skating
  9. Creating jobs that are needed to develop social networks in various clubs and even the skating federation itself
  10. Creating domestic manufacturing companies for the producing skating equipment
  11. Use of indoor sports complexes for competitions and gatherings that also provide income and employment
  12. Employment opportunities for coaches and instructors who work part-time
  13. Financial opportunities provided to larger organizations such as banks: for example, the production of uniform financial cards for the use of the country’s skating clubs
  14. Attracting the private sector to invest: which has found economic justification due to increasing development and being recognized among the people
  15. TV broadcasting opportunities of competitions that also increase the issue of advertising and money- making
  16. The influence of skating from the youngest ages in the society: In a way, the culture of skating has started from an early age.
  17. Providing health plans for children who are interested in skating and have a high desire to participate in it: by providing appropriate diets
  18. Interacting with families and assess the situation of children to ensure their mental health
  19. Providing a plan to further development of skating in schools: which will bring freshness and vitality to students
  20. Using the proper infrastructure and organized planning to attract the children of government employees, which leads to the development of jobs and derivatives of this sport.

Threats made against skating in the country

  1. Lack of proper culturalization and unfamiliarity of the people with the benefits of taking part in this sport
  2. Unfamiliarity of government organs with skating and its opportunities that make it impossible to attract government capital
  3. Unfamiliarity of the private sector with the opportunities ahead in different fields of skating that causes their lack of investment
  4. Failure to appoint efficient people to key positions which brings skating into peril
  5. The politicization of skating that results from uncontrolled marginalization
  6. Involvement of people outside the field of skating in the decisions of this field
  7. Lack of allocating infrastructure facilities such as standard lands, loans and tax exemptions by the government
  8. Lack of motivation of municipal organs such as municipalities and urban planning to attract the private sector to create standard lands for the development of skating
  9. Lack of standard lands in the country that causes damage to this field
  10. Using inexperienced and ignorant people to solve skating problems, especially internationally
  11. Not using efficient managers familiar with up-to-date management knowledge
  12. Lack of strong presence of radio, television, and urban media to introduce this field better, which can eventually lead to attracting the private sector to invest.
  13. Lack of attention to the moral issues of the players, which occurs as a result of not supervising the activities of the coaches
  14. Lack of legal contracts in establishing skating teams, which ultimately discourages players from serious participating in competitions
  15. Lack of financial support of government agencies from athletes, which will makes a vague future awaiting them
  16. Lack of attention to the issues of heroism
  17. Lack of attention to issues such as violence of players, coaches and most importantly the issue of doping
  18. Lack of a supervision team that controls the activities of all members of the federation and warns them in case of conflict with the vision
  19. Skating is remained unknown among students of different academic disciplines, especially among physical education students
  20. Lack of supervising the activities of coaches and instructors to carry out their teachings in accordance with the standards of the Skating Federation
  21. Paying more attention to the global positions in the field of skating, which is possible with the support of the government and the leaders
  22. Reduction of free times and leisure hours of the families due to problems of living
  23. The high cost of attending skating sport will eventually discourage families from continuing
  24. Impossibility of organized practices for women in public places
  25. The federation’s lack of liquidity and its heavy dependence on the government and the Ministry of Sports
